WATER FROM RAIN, RIVER, DAMS, MOUNTAINS

All water comes from rain or from snow capped mountains when they melt and the resultant glaciers .  So preserving rain water is so crucial. We know how the ground water table increased by rain water harvesting at homes from the roof tops . If the whole open canals  are made to catch the rain water by directing them to these canals , all canals will be full or half full or quarter full. At least some water will remain through out the year . Instead of waiting for the dams to be opened, let  us contribute our mite in small ways so the the burden of the government is reduced to some extent .
We will have plenty of water from the dams also.  There are canals throughout  length and breadth of cities and towns.  Make collection provision by building walls across canals every where at one or two mile apart. The walls must be below the surface level so that any excess water will flow down . No excess water will overflow and flood the surrounding area.
Every rain will fill these compartments. If convenient we can grow fish in them . Each local group can take responsibility for their section. It can generate some income in addition to the farming benefits. After all the government spent so much money to build them. So make use of it as much as you can according to your ingenuity . If thousands of kilometres of canals preserve this rain water harvesting water, out scarcity for water will disappear with this infrastructure of canals .
How to direct the running away water from he surrounding areas into the canals ? Depending on the topography , the people themselves can create their own intelligent way of channeling the water into their canals .

 Desalination plants are so expensive.  In the long run the salinity will keep on increasing for the sea water . So let us collect from the natures bounty for which we may not have enough storage facility .
