1.         Our dilemma is “ what to do when everything is in abundance ? “
2.         We are so attuned to “ poverty “ that we are baffled when there it abundance !!!!
When everything is running smoothly,
When everything is working making profit ,
When every one is happy and enjoying heir designated role in the respective positions .
It seems , somebody cannot bear the sight of others being contented or happy. 
They have to manufacture something to destroy the peace  and productivity  and profitability .
Then they manufacture “ solutions “ .
1.    In agriculture , when the harvest is abundant, government has no finance ! not even support price , leave alone a good price for their hard earned  product !
2.    On the onset of monsoon, a long list of “ woes “ and the emergency “ cleaning “ and evacuation.
3.    Solution
4.    If every area has minimum three o9r four community hall like buildings,
5.    – people can store their excess grain after the harvest  and during the monsoon period.
6.    – The same building can be used for the people with rain caused difficulties for a short period till the rain and flood ceases.  (  These halls do not cost much finance and can have 3or 4 or 5 floors , since the upper floors do not need much money to build he shell only. Only thing the foundation should be very strong with good amount of cement and leak proof materials . These five stories building can accommodate large number of people in time of floods.
7.    Other times it can be used for storage of grains, pulses, vegetables, water, manure, seeds, garments,
8.    It can be a place for anyone  to start their small shops of tailoring, electrical  work on a nominal rent . That rent can be used for gardening or maintenance , painting etc
9.    It can be used to take tuition classes, for school children,
10.                  For dance classes,   music classes, and other art classes, painting, sculpture, modelling ,
11.                  For presenting, skits or small dramas or dances by the children of the locality. The ever ready “ venue “ is there .
Once the government make this storage cum business cum training classes etc ,  anytime natural calamity or any such need arise, immediately it should be made available for the distressed people .
This prevents death by natural calamities to a certain extent .
Ready “ accommodation facility “ is there .
A raw of  toilet cum bathrooms with  wash basin complete it .
( even cemented or marble slab washing with taps )
This community hall gives space for farmers, and for other profession oriented people to keep their products or equipment on short term basis  on rent .
Even indoor badminton, squash,  tennis, table tennis also can e installed conveniently.  But must avoid playing in time of flood or other needy times .
Some small gym equipment can be kept on one side.
A few swings and merry go round or slides outside can attract children at all times .
Few cement table, chairs and benches will make the area for evening “ gossip “area, just a get together spot .
With all these in one place, the community will have more interaction and co operation and business  in the long run .
A maintenance Board
1 Each Member should be in charge of on equipment or one court for badminton or one court for tennis
one for all swings
one for each equipment of the gym
on for five shops
one for  each 500 sq feet of the hall for storage
so that all  space will not go to the preferred people of one person alone .
10 sq feet or  20 sq feet or 30 sq feet or even smaller or larger depending upon the availability and the number of request to be catered
100 sq feet for different people , no one will monopolize the entire area.
Each one , even with little product will be ensured an area for his product  for storage or for selling every day.
No pulling and pushing is required.
No one will manipulate .
Everyone is assured a little space .

In this democratic way of management ,
No one is burdened,
 No one is doing anything extra ordinary
No one work too hard for the maintenance of their community hall.
Each one do their “ small part “ and the whole system function well.
No one will blame others since each one never give an opportunity to cause complaining .
Like the collection  of rain water ,
One dollar saved or 100 rupee saved  every day ,
One equipment bought every year ,
The 80 % of Indians gather their up their resources and become partakers of “ Nation Building “ .By helping
themselves , the country improves and he GDP grows eventually .

Larger manufacturers should not be given space here since they all have heir own  large go downs already ..
If they are given space,
They will engulf and swallow  smaller ones completely.
They will push all out .
 Besides they do not require this place .
Here co operation and mutual understanding works wonders .

But if their land is grabbed for other things , then again it is a great calamity . There is no way out from it .
When the small farmers gradually gain more wealth,
They may build their own go down and give their space for the needy at hat time. They may or may not continue to nurture their units as before o may even construct other units for their people .


MONSOON
Most of the cities have two rainy seasons . Therefore if we have sufficient storage facility for the three or four month in between, we can easily tide over the water problem .
When we construct houses and multi storied buildings , we can have as many sumps, for storage  all around the open areas of the building and can have parking space over them ( in the case of severe scarcity of water.) If these under ground sumps are partitioned ,
-       water supply for each floor can be precisely given.
-       - the partition walls give extra strength to the car parking on the surface.
-       Tanker water can be stored for each floor separately
-       when ever / if needed  ,without getting mixed up with the whole tenants  water supply . Each floor will take care of their water storage .
-       on the loft in each bathroom, in the kitchen, in work area ,  you can keep”  loft tank “ with 100 – 500 ,
-       100 – 500  litre tanks  can be kept in the balcony
-        Anywhere around the house , you can make tanks or syntax tanks can store water.
-       - After  the first shower which wash away all dust and soot and smoke and all other impurities, we can collect the rain water and store inside and outside the house where ever we can install tanks .
-       By the end of monsoon , each house can store  as much water as they want and use it for the next 2or 3 months in desert like places . They consider water precious . It is a rare commodity .
-       In the slum areas for every 50 families  a 2000 – 5000 litre tank made of bricks  with 2- 5 taps on all four sides . Every one will have opportunity to collect water with in 5 minutes. When ever water is released , it will be filled .
-        Keep non -return valve   otherwise.
-       Or if the tank is sealed with only taps to let it out,
then whenever the tank is full, the incoming water stops automatically.
These 2000 – 5000 litre cement and brick water tanks does not cost much. If people make it themselves,, and when water is getting collected whenever the water is released,
 The mind of the women is at “ rest “ that when ever she wants some water , it is easily available . She does not have o keep awake at 2 am or 3 am to collect water. That assurance of water , which is not of great value, but is so precious that without it you cannot live for two days even ! Once the storage is there .the scarcity mentality will go away . What a plight !  Not only for finance but even for water the house wife struggle day in and day out !!!!
-       Will the husband who has a bike or motorbike or cycle,
ever help the pregnant wife or elderly mother or sick wife  , to bring one pot of water from 5 or 6 kilometres away from home specially in North India ???
They roam about the whole day , but for the house wife, a little assistance for these tedious need would have been a great help. She will have a joy ride also with him !!!
      When ever water comes , all the tanks are filled up. Always all the tanks remain full  and the people  ladies need not rush to the tank for water .
Since 50 families take care of the water tank and distribution and maintenance , all tanks will provide enough for their needs . No more fight over water . No more wasting their precious time at the tank sites . If they want
to “ gossip “ they can do that without standing and fighting and sighing in the queues ! They can sit somewhere quietly after filling the water and chat or do some helping  each other, or exchange their home products like sweets or savouries or woven things or stitched items, or masalas o papads or vegetables or fish or chicken or egg etc .  They can form singing groups  or visiting some elderly or new born or grieving families in their locality . Gradually all
The “collection of water | “ becomes a collection of some pocket money for them ! Let us empower the woman of our country. The time wasted at collecting “ a pot of water “ b y standing there for 3-4 hours is a criminal atrocity to women. Most of them have back pain after confinement and child rearing and doing all the chores from 5 o clock in the morning  365 decays . Let tem use their time wisely at least in a small way and gradually growing into small bank account holders . Then they can hold their head high with pride and self confidence as Ravindrantath Tagore wrote  in Gitanjili no . 35 .
Then let us play our lute along with the lute of the great universe , Githanjili no . 27 .
  Men waste their “ man hours “ by hartal and strike.
Women waste their “ man hours “ by standing in queues for a pot of water in this digital modern 21 st century !
            NO change in their predicament !!!!

o   Where ever water is  available in plenty ,no need to store. Running water is the best. Spring water  cannot be compared to any other .

    Since “ GRAPHANE “ can purify the most contaminated water very easily and efficiently in short periods,
Since graphane is very cheap, and affordable for all , it is a very effective alternative . Graphane is the latest and most productive ,    labor saving , non costly method.
Even during floods , you can just purify the water easily .
Sea water can be purified easily. Well water can be purified easily .
    How much storage have we made for this years monsoon water storage ? Are thjey all full ? Do we have to make3 more storage facilities ?
What is stored , will it last for next 3-4 months if used carefully.
Next year or after two years, we can have 1 st floor tank on all the existing tank. Therefore always keep the top flat and of good construction with enough and more cement with modern leak proof materials.  You can added leak proof materials for the side walls as well as for the base also.  Then no maintenance problem occurs at least for another hundred years. our children and grand children will be saying proudly that our great great  grand parents made the construction s so well that no repair is required even after hundred or 150 years . The step wells of north India and all the wells all over the land were made  few hundred years back. they used only natural ingredients. like the Banasura dam in waynadu ,    Kerala, they stand tall and mighty after hundreds of  years . Now use cement little “ lavishly “ along with the  “ special strengthening  and leak proof materials “ , we can avoid the head ache of constant leakage and   peeling and chipping away of “ loose cement pieces “ . No seepage of water and the subsequent moss growth all over the tanks which will weaken the structure . 

  After 3-6 years build one more tank on top of the existing one . When ever we build on top , the base is already there , so only the side walls and the roof has to be made.  Great saving on foundation and floor which are very crucial !
1.     THEREFORE FOUNDATION SHOULD BE BUILT WITH THE INTENTION OF BUILDING 3-6  WATER TANKS ON TOP .
2. A little extra cement and leak proofing can save much finance in the years to come .
3. The tank will not collapse .
4. 24 HOURS WATER SUPPLY CAN BE ENSURED FOR ALL WITHOUT MUCH COST  PER TANK .
5. Since the responsibility now rest on the democratic freedom of the people themselves with just one tank for 50 families. All are owners of the water tank and water .
The municipality or the corporation open their outlet at the proposed time and all tanks are full within 5-10 minutes .
6. Everyone will be diligent and careful to use water wisely. If one group of 50 families with average 5 members in each family can sustain themselves with on water tank with prompt supply from the corporation, then naturally all 50 groups or 1000 groups can also easily be wise to use water carefully. No one will be able to 
complain !!!! People are at peace. Corporation and municipalities are also at ease with this simple water tanks with water . No more water shortage demonstrations.
7. With Rs. 20,000=00 to 30,000=00  , we can make small
brick and cement tanks .  Then year after year we add on top , more tanks .
-   All depends on the foundation .
-   Not much space is required if they are small in size.
-    Responsibility in consumption of water is well monitored without any meter installation ..
-  Some architectural beautification can also be done when money can be spared ! Then all water tanks will be a decorative  piece to the locality !
Do not draw on it and make them ugly .
Do not stick posters.
8.  After sufficient water is in store continuously, then they can have their own miniature pipe system from their own tank to their houses.
THAT MEANS RUNNING WATER IN EVERY HOUSES .
Then their responsibility to use water carefully increase more . When power is at your finger tips, restraining power should be at higher level. Otherwise again conflict as they stood in queues  earlier .
